Federal Reserve Lowers Interest Rates for Second Time This Calendar Year Amid Financial Instability

The United States central bank reduced borrowing costs on midweek, representing the second reduction this year during financial volatility stemming from the government closure and trade duties.

Decision Arrives at Unprecedented Time for Federal Reserve

The move to cut the key rate by a quarter point to a range of 3.75% to 4% comes at an unprecedented moment for the central bank. The institution has been under significant strain to lower borrowing costs even with persistent inflation.

Central Bank Announcement Notes Labor Market Shifts

In a statement, the Fed stated that the unemployment rate had increased but remains low. “Employment growth have decelerated,” the statement reads. “Price increases has risen and remains somewhat elevated.”

Government Shutdown Hinders Fed’s Job

The continuing government stoppage, now one of the longest in American history, has also hindered the central bank’s task. Collection of key economic data has been indefinitely halted as staff at the Bureau of Labor Statistics are furloughed during the closure.

Data Gap Affects Policy Decisions

The Fed usually studies BLS data to assess labor market conditions, including the number of employment gains created to the market and the current unemployment rate. The most recent employment data was released in early September, before the closure, and provided a relatively bleak overview of the jobs market in the previous month.

The figure of positions added to the market in the summer month was lower by more than 100,000 since the spring, and unemployment crept up to 4.3% – the highest since three years ago.

Private Data Indicate Ongoing Decline

Though the bureau was set to release September’s employment data in early October, it halted its release once the closure started. Employment data company ADP indicated recently that the business segment eliminated 32,000 positions in last month, a indication that the employment landscape is still decelerating.

“Supply as well as demand for labor has fallen significantly,” central bank head Jerome Powell stated earlier this month, a trend he had previously said comes from trade and immigration measures.

Inflation Report Shows Moderate Increase

Though BLS’s jobs report has been suspended, the bureau still issued its inflation report for September that indicated that prices are rising, although slowly. Prices rose 3% over the last year, the highest since January. In spring, the annual inflation rate was 2.3%, the lowest it has been since three years ago. The central bank’s goal inflation rate is 2%.
